UAE Job Market: July 2025 Update

The UAE’s labor landscape is evolving rapidly, shaped by economic diversification, tech transformation, and evolving workforce policies.

Hiring Optimism Soars

According to the Manpower Group Employment Outlook Survey (Q3 2025), the UAE ranks #1 globally with a +48% net employment outlook—double the global average (+24%). Employers across transport & logistics (+64%), consumer goods (+60%), and energy & utilities (+62%) sectors are actively hiring, fuelled by expansion, digital upgrades, and new business lines.

Entry-Level & Blue-Collar Boom

Blue-collar and entry-level roles surged 69% in 2024, driven by extensive infrastructure and construction projects. Roles like receptionists, sales executives, warehouse staff, and logistic handlers are in high demand. Conversely, white-collar hiring dropped by ~21%, attributed to automation and operational streamlining.

Non-Oil Sector Growth

The UAE’s non-oil private sector continues to grow steadily—PMI stood at 54.0 in April 2025, and employment rose at the fastest pace in 11 months. Dubai’s PMI remained comfortably over expansion level (52.9), reflecting sustained hiring momentum.

Digital Transformation & AI Up skilling

A World Economic Forum study projects that 41% of current skills must evolve between 2025–2030, driven by automation, AI, and climate adaptation demands. More than 87% of companies emphasize the need for digital literacy, big data, cyber security, and AI capabilities. The National AI Strategy 2031 and UAE’s growth in sovereign AI labs are guiding this transition.

Emiratization Enforcement Intensifies

New Emiratization measures mandate quotas in companies of varying sizes. For instance, firms with 20–49 employees in certain sectors must now hire at least two Emiratis, and those with over 50 workers must raise Emirati representation by 1% annually. Particularly, the insurance sector aims for 50–60% UAE national workforce by 2030. Authorities are rolling out fines, training funding, and enforcement to uphold compliance.

Rise of Hybrid & Remote Work

Hybrid job postings surged 84% YoY, marking the UAE’s strong shift toward flexible models. Interestingly, while hybrid roles are booming, candidate applications have dropped ~6%, hinting at potential mismatches between offerings and expectations. Fully remote positions slightly increased on the candidate side (+1.4%), but postings fell by 19%, implying firms are still cautious.

Wage Stagnation Amid Rising Costs

Despite robust hiring, salary growth remains flat—Cooper Fitch estimates a 0% average increase in 2025. Meanwhile, rents have climbed 16% in the past year. As a result, 65% of employees plan to switch jobs in 2025, citing stagnant wages and rising expenses. A survey by LinkedIn reveals 75% of professionals are considering new roles or industry shifts.

Sector-Specific Demand

  • Tech & AI: High demand for AI engineers, data scientists, cyber security experts, and software developers.
  • Green Jobs: Renewable energy, ESG, and sustainable construction roles are rising in line with the UAE’s Net-Zero 2050 agenda.
  • Healthcare & Biotech: Continued growth in medical, nursing, biotech, and telemedicine jobs.
  • Logistics & Transport: +64% hiring outlook, due to mega projects and smart mobility plans.
  • Energy: +62% forecast in energy & utilities, fuelled by both traditional and renewable pipelines.
