Philippine Migrant Workers Office Transforms Contract Verification: Now 100 % Online

In a major leap forward for service convenience, the Philippine Department of Migrant Workers (DMW) — through its Migrant Workers Office (MWO) in Dubai and the Northern Emirates — has introduced a 100% online employment contract verification system for Overseas Filipino Workers (OFWs). Launched on July 7, 2025, this fully digital pilot marks a transformative shift in how Filipino workers abroad handle a critical step before securing their Overseas Employment Certificate (OEC)

What’s New?

No more physically travelling to MWO-Dubai – OFWs now enjoy a full digital pathway. The process is accessible via dmw.dataflowgroup.com, featuring:

  • Secure eKYC with photo and ID checks
  • Smart document uploads (contract, passport, Emirates ID)
  • Online payment gateway for fees
  • Automatic syncing with the DMW e‑Registration portal to generate an OEC

How It Works

  1. Access the platform via MWO website or direct link.
  2. Create/login using email and one-time password (OTP).
  3. Upload required documents: signed contract, passport, Emirates ID, optionally bank certificate or payslips.
  4. Pay fees online: AED 40 verification fee, AED 21.50 convenience fee, plus AED 1 gateway charge.
  5. Receive outcome within three working days; download verified contract and then access your OEC via portal.dmw.gov.ph

Continuing Traditional Options

In-person verification remains available. OFWs with imminent flights — especially those departing on weekends or holidays — can visit MWO‑Dubai one working day prior. Representatives may also act on behalf of those currently in the Philippines.

Why It Matters

Employment contract verification is mandatory before OFWs can obtain their OEC, which is required for legally re-entering the UAE. This digital move ensures contracts meet UAE labor standards and protects workers from illegal recruitment or contract substitution. The streamlined process promises reduced processing times, improved access, and greater transparency.
